The Ministry of Agriculture, Food and Viticulture is launching a call for projects for the construction of horticultural greenhouses

Luxembourg produces too little fruit and vegetables. To increase self-sufficiency, the Ministry of Agriculture, Food and Viticulture is launching a call for projects for the construction and operation of horticultural greenhouses and invites active farmers to submit their projects by 31 March 2026.

Martine Hansen, Minister for Agriculture, Food and Viticulture, emphasises: ‘We need large greenhouses to produce more fruit and vegetables, and I encourage our active farmers to submit their projects in order to benefit, where applicable, from the financial aid provided for under our agricultural law.’

The call for proposals concerns the construction and operation of horticultural greenhouses in the Grand Duchy of Luxembourg. The following costs are eligible: costs for horticultural greenhouses, irrigation facilities, heat production facilities for self-consumption, facilities necessary for post-harvest handling (sorting, washing, grading, etc.) and facilities necessary for product packaging. However, processing activities are excluded from the scope of the aid.

Closing date for applications: 1 March 2026

Available budget: €20,000,000

Main conditions for participation under the Law of 16 June 2025 establishing aid for the construction of horticultural greenhouses:

  • be an active farmer under the amended Law of 2 August 2023;
  • economic viability must be demonstrated and financing must be secured;
  • maximum project cost: €12,000,000 (excluding VAT);
  • minimum project cost: €1,000,000 (excluding VAT).

Aid provided:

  • basic rate: 40% of eligible costs
  • increase: 15% of eligible costs for investments made by a young farmer

Documents to be provided:

  • a duly completed application form (available from the Structural Improvements Department, Agricultural Technical Services Administration (serres.horticoles@asta.etat.lu));
  • a business plan including a detailed technical description of the project and a financing plan;
  • the necessary authorisations for the investment (where applicable).

Selection:

Selection is based on the sustainability of the project, assessed according to environmental, economic and social components. The selection criteria will be evaluated on the basis of the information contained in the business plan.

Applications must be sent to the Structural Improvements Department of the Agricultural Technical Services Administration.

The Ministry of Agriculture, Food and Viticulture thus reaffirms its commitment to strengthening the resilience of the horticultural sector and ensuring sustainable local production for the benefit of all.
